The Traffic Commissioner has asked you to undergo an independent compliance audit — but do you know what you should actually be looking for when choosing the consultant to carry it out?
And here’s the thing: it shouldn’t simply come down to price.
Don’t choose your consultant based on price alone.
I know that’s easy to say when you’re looking at two or three quotes and one is considerably cheaper than the others. But if you’re dealing with the Traffic Commissioner, your Operator’s Licence and potentially the future of your business, this really isn’t the time to simply go with the cheapest option.
I’ve seen operators make this mistake before. They look at the price, choose the cheapest consultant and then realise that what they’ve actually paid for is someone to come in, tick a few boxes and produce a report.
That’s not what you need.
First impressions matter
Before you even appoint someone, pick up the phone and speak to them.
How do they come across? Do they listen to you? Do they ask questions about your business and why you’ve been asked to have an audit? Do they seem genuinely interested in understanding your situation?
Or do they immediately tell you how much it will cost and try to get you booked in?
Personally, I think you can learn a lot from that first conversation.
If someone is going to independently assess your transport operation and prepare a report that could ultimately be seen by the Traffic Commissioner, you need to have confidence in that person.
Trust your gut.
It’s not about finding someone who will tell you everything is fine
This is probably one of the biggest misconceptions about compliance audits.
You don’t need someone who is going to come in and tell you that everything looks great.
You need someone who is prepared to tell you when something isn’t right.
A good transport consultant should be able to say: “This is where you’re falling short.”
But they shouldn’t just leave it there. They should explain why it’s a problem, what you need to do to put it right and, importantly, how you can demonstrate that you’ve put it right.
That’s where the real value of an independent audit comes in.
Ask about their experience
Don’t be afraid to ask questions.
What transport qualifications do they hold? How long have they worked in transport? Have they dealt with Traffic Commissioner matters before?
Do they understand vehicle maintenance and drivers’ hours? Have they carried out audits for operators who have been to Public Inquiry?
There is a big difference between someone who has downloaded an audit template and someone who genuinely understands transport compliance.
Look at the quality of the report
The report is important. It needs to be clear, professional and actually explain what has been found.
A good report shouldn’t just say: “Compliant – green.” It should explain what was reviewed, what evidence was seen, where any weaknesses exist and what needs to be done about them.
If the report is going to the Traffic Commissioner, you want it to demonstrate that a proper independent review has actually taken place.
What about ISO 9001?
This is another thing I would consider when choosing a consultant.
ISO 9001:2015 is an internationally recognised quality management standard. It doesn’t mean that someone without ISO accreditation isn’t a good consultant, but it does demonstrate that the organisation has systems in place around quality management, consistency and continual improvement.

Don’t just think about the day of the audit
Something else I’d ask is: “What happens after you give me the report?”
Because, in my opinion, that’s where a good consultant can really add value.
If the audit identifies weaknesses, you need to understand how you’re going to rectify them. And once you’ve rectified them, you need to make sure they stay rectified.
For operators who have had previous regulatory problems, I often recommend ongoing support rather than simply doing one audit and walking away.
It might be a monthly or bi-monthly review looking at drivers’ hours and tachographs, infringement reports, vehicle maintenance, defect reporting, driver licence checks, forward planning, policies and procedures and corrective actions.
It means someone independent is looking at your systems regularly and can spot something before it becomes a bigger problem.
And finally… don’t be afraid to ask what they think
When you speak to a consultant, ask them: “If you were in my position, what would you be worried about?”
A good consultant should be able to give you an honest answer.
You don’t want someone who is simply trying to win your business. You want someone who is prepared to challenge you, tell you where you’re going wrong and help you fix it.
Because ultimately, the purpose of an independent audit isn’t to make an operator look good.
It’s to give an honest assessment of where you are, identify your shortcomings and give you a clear plan to improve.
And if you’re dealing with the Traffic Commissioner, that’s incredibly important.
So what should you look for?
Don’t make your decision on price.
Pick up the phone. Have a conversation. Ask questions. Look at their experience. Ask to see an example of their work. Look at their professional credentials.
And most importantly, ask yourself: “Do I trust this person to tell me the truth about my compliance?”
Because when your Operator’s Licence is at stake, the cheapest consultant could end up being the most expensive decision you make.
